Try going to the Adobe website and downloading Flash from there
    https://get.adobe.com/flashplayer/
If it says version 30.0.0.113 or later then that appears to be what this update is attempting to install.

The versions on the website are for 3rd party browsers/legacy OS. Under Win10, IE and Edge only get their flash updates through Windows Update.
As others have said just reboot and give it another go.

    I've tried rebooting.
I've tried disabling firewall and antivirus.
    I've tried updating from chrome://components.
I've tried every suggestion on the Internet.

The Windows Update package doesn't apply to Chrome so ignore any advice relating to that.
You could try clearing the update and re-downloading it:
    Open services.msc
Scroll down to Windows Update, right click and hit stop
Open File Explorer and navigate to C:Windows
Look for the folder SoftwareDistribution and delete it. Press yes to any UAC prompts. If you get a message to say that it is in use check that the service is still stopped.
Go back to the services screen and Start Windows Update service again by right clicking on it.
Go to the usual Windows Update screen and hit check for updates - It will recreate the folder/database and pull down any remaining updates.

You’ve tried every solution there is, so there’s nothing more anyone can say.
However, my guess is that if you just wait a few days, the problem will solve itself. If you are using Chrome, you don’t need it anyway.

If Adobe Flash Player is disabled it probably cant accept the update, have look at the link, first do the check to make sure its installed then go down to 4 to see how to enable it in your browsers, Edge is the sneaky one it say its enabled but Edge still blocks flash content, look for the 'jigsaw piece' on the right hand side of your address bar it gives an always allow option.

Just wait, it's update Tuesday (Wednesday ish for UK). The updates will be tried again. It's only been 4 days, nothing to worry about or indeed actually do anything, apart from updating Chrome if you do that manually.
For Edge and IE, Flash updates come via Windows updates.
For the Chrome Browser updates for Flash come with Chrome updates. Just go 3 dots > Help > About > Update(if there is one).
For all those Web Browsers Flash is only enabled on a site by site basis, so no worries.
Version 30.0.0.113 is the latest, for these Browsers.

I deleted the Software distribution folder.
    I ran Wureset
    I ran Windows update troubleshooter
The a Windows 10 cumulative update failed
I deleted Software distribution folder again
I downloaded the update from Microsoft update catalogue
Windows updates says there are no updates but update history says: cumulative update Failed to install on ‎13/‎06/‎2018 - 0x800f081f

Windows 10 received a couple of updates as part of this month's Patch Tuesday rollout, so insiders running build 9926 of the technical preview are strongly recommended to deploy both of them as soon as possible.

One of these two releases is an update designed to fix vulnerabilities in Adobe Flash PlayerDownload keygen for pc. in Internet Explorer, as Microsoft is now manually patching any security flaws that are found in Adobe's software and also affecting its in-house browser. This approach was first implemented into Windows 8 and Internet Explorer 10 and then adopted for Internet Explorer 11 as well, as Microsoft wants to make it easier for users to patch their applications and thus remain secure while browsing the web.

Today's security update is aimed not only at Windows 10 Technical Preview build 9926 but also at all the other versions of Windows that are still supported by the company, including Windows 7 and Windows 8.1, so just check Windows Update to make sure that you deploy it as soon as possible.

Fixing build update system

The second update that Microsoft rolled out today comes to address a bug in Windows 10 Technical Preview build 9926 that does not allow users to update their computers to a future build of the operating system.

The same bug might exist in older builds as well, but 9926 is the only one getting it through Windows Update, so make sure that you deploy it in order to get the upcoming builds as soon as they're released.

Windows 10 is very likely to get a new build sometime this month, but Microsoft hasn't yet provided any specs for this particular release. Given the fact that the company has now addressed this bug, the new build is most likely very close.

At the same time, Microsoft is also expected to launch a technical preview version of Windows 10 for phones, most likely sometime this week, while the PC rollout is said to take place by the end of the month.
